Looks like you need to clean up the place. On steam boilers no isolation valve required before blowdown valve. Check out PM60 and read it.

there should be an isolation valve first, then a blowdown valve, then a flash tank...using just a ball valve (and into the atmosphere) is pretty much dangerous

wow that looks pretty substandard, wheres the flash tank for the blow down? its illegal to blow down a boiler to atmosphere like that
