Sadly, it appears that this is a quote taken from A Pillar of Iron (1965), a fictionalized account of the life of Cicero by Taylor Caldwell. While this does not conclusively mean that he did not say it, or something similar to it, I can not find anything linking the actual Cicero to this statement. (I was rather disappointed by this discovery.) It has become an "Urban legend" that Cicero said this.

Will Rogers, one of my all time heros bar none. If we had listened to him in the 30's he would'nt make so much sence now.
