Dude it's really simple . If u don't want pix to make the tattoos , u can take the brush , take black colour and draw anything and set the layer style as "Overlay"

looks like someone drew a sharpie tattoo not a real one, make it more of a dark brown to make it look under the skin not on it

right click on quick select and there should be another option
