I think this is a great idea. I'd like to see good housing for everyone in Canada, and until that happens, why not let people have a tent. There is a big difference between sleeping in a tent and sleeping outside - even in winter. Tents are much warmer and provide privacy. In some countries (I think scananavian countries), people have what is called "the right to roam", which means they can put up a tent anywhere. Why not? I think it is a great idea.
