These lamps most certainly are serviceable, they can be replaced with just the lamp or the lamps premounted in the channel. They are very inexpensive, a lot less than the cost of a new monitor, just Google ccfl lamps. BTW, the fountain noise in the background makes wanna pee!
Careful with those tubes, there is a small amount of mercury in them. Also, i'm pretty sure they can be replaced, unless the screen was designed with planned obsolesence in mind...
I was amazed when i opened up an old 19" (Broken) LCD monitor, the same was found as was on here. BTW i think the back light inverter broke as the back light kept turning off after about 1 min.

You can't bend an LCD panel or you'll crack it that is why you see the black spots on a broken one
