This undercover video shows a clerk at Palm Food and Beverage in Boynton Beach accepting an EBT card for beer and cigarettes and then taking a $40 fee to give the "customer" $20 cash. EBT cards are only supposed to be used to buy food. Therefore, the clerk committed public assistance fraud. Boynton Beach police on Thursday, June 10, 2010, served search warrants at four convenience stores in the city and arrested four clerks who committed the fraud.     The EBT card in Florida, also known as the Access Florida Card is used for two programs: Florida Food Stamps, as well as the temporary cash assistance program.

  • @sandrajeanification The card could not be used for a cash purchase without there being cash on the card. The video comments say that EBT cards are only to be used for food. This is false. Anyone who uses an EBT card knows that there is a food part of the card and a cash part if the person receives a cash grant like for general relief or welfare. It is not illegal to purchase beer and cigarettes with your cash.

  • @jfsfrnd It is a two way street, they are both committing fraud. The owner by selling beer and cigarettes, AND swapping 20 on the EBT for a 40 charge. She committed it by purchasing the beer and cigarettes, and asking for cash from her card. One can't do it without the other.

  • @sandrajeanification Then the fraud is being perpetrated by the business not he customer.

  • @jfsfrnd Yes, I know this, but not at the rate he was charging...he told her it would be 40 for 20.

  • @sandrajeanification Yes there is a fee to use the cash part of the card. EBT cards have a food stamp section and a cash section. Some states put the general relief or welfare money on to the card. You CAN'T take out cash on an EBT card unless there is cash put on the card first.

  • @jfsfrnd If it were the General Relief money, then there would not have been a fee.

  • EBT cards can have a cash deposit too. Some people like those on General Relief get their cash amount and food amount on the card. Anyone who uses an EBT card should know that.
