What Was This Bad Driver Doing?

The video quality sucks and I apologize for that, but I didn't much care for how this person was driving and was sure he was going to get in an accident. Don't know if he did, but I certainly have evidence if he did and anyone needs to prove he was driving bad for quite a ways. Moron! If you want to skip to a good example of where he almost hit someone head-on, fast forward to around the 5:30 mark.
