Weird lag in S4 League (EU)

So on my laptop, things are fine, but as soon as I hop on S4 on my desktop, I get this weird lag, that has no effect on when things actually, happen from other players, only when it SHOWS they happen.

The third clip makes this most obvious, where the window gets slashed and broken, and afterwards, my friend attacks it.

It makes playing rather difficult, and frustrating for the friends I play with, as it also allows me to hit them where they were rather than where they are.

Anyone know a fix for this?

I've tried running no other programs, I've tried only having one network device enabled on the computer, I've tried unplugging everything unnecessary, I've even tried uninstalling and reinstalling. Hell, even tried reinstalling my OS, nothing seems to help.

Computer Specs:
CPU: AMD Phenom II X4 3.4 GHz
RAM: 4GB
VGA: HIS Radeon HD 5770 1GB GDDR5
OS: Windows 7 Professional 64-bit
Fully patched S4, with no modifications, even to the BGM


I should also note this wasn't as bad as usual.

I never had this lagg before. Could you fix this lagg? I tried reinstalling S4 and nothing really happened ... i tried open special ports in my router but nothing worked. Thank you in advance.
