NOTE: The performance is not actually this jerky. The reason this video suffers from a poor framerate is because of the resource strain from simultaneously playing the video _and_ recording it with gtk-RecordMyDesktop. When not recording, everything is smooth.
I'm using the latest version of Compiz and Compiz Fusion from Git (as of the date in the title of this video). The command I ran to have the video playing in the background is as follows:
xwinwrap -ni -fs -s -st -sp -b -nf -- mplayer -wid WID -nosound -loop 0 FILENAME_HERE
(Replace "FILENAME_HERE" with the full path to your video. Also, you can remove the "-nosound" argument to mplayer if you do want the audio from the movie to play.)
Compiz-wise, I am using the Wall plugin with a 2x2 viewport layout. The wallpaper is "Heading West" by VersonPhoto and can be found here:

I used GIMP to crop out the largest possible region of the wallpaper (at the highest resolution available) at a 4:3 ratio, then sliced that into quadrants, which were then resized to 1024x768 (my screen resolution). These were then set using the Wallpaper plugin.
