You have to consider all the things you research. Tourists are typically young and are more knucklehead like. They come to other countries to party and go crazy. So, of course they are gonna do more stupid shit. Russian youth is more western like. If you want to see the true russian alcoholics, its +35 years old men and women from rural areas, cold areas and such. People who are struck by hardship.

Also, the more tourists the country has, the more drinking it appears to do.
