Ohio 2004 was 75% punch cards, contrary to the IT inference herein. Switching Ohio punch card votes was too easy. Moving a ballot to another precinct changes the vote. Ballots lacked precinct identifiers. No IT guru needed, just plain old-fashioned ballot box stuffing.
