When his accountant embezzles $30 million, international arms dealer Jozef "The Hawk" Bostanescu (Tim Dutton) has him executed, but not before the dead man's widow, Nadia (Sylvia Colloca), makes off with the cash. Needing the money to purchase a Razor - a black market bio-weapon he intends to detonate on US soil - the Hawk discovers where Nadia's hiding and orders her abduction. What he doesn't know is she's in the custody of Sonni Griffith (Wesley Snipes), a Homeland Security agent in pursuit of the Razor.
