To get the clamps removed everyone had to pay. The management company came in for a lot of flak but it was the over-zealous (i.e. commission hungry) private clampers who swooped on any resident with an out-of-date permit. Those that appealed in writing to NCPS got a refund. However, NCPS did the exact same thing a couple more times since that. Complete cowboys.
