With forgiveness comes accountability. If he violated the law he has not been accountable for it. He wants the forgiveness from the public but not public accountability. This is why he seems less sincere to me when he asks for forgiveness, because he doesn't seem even to want to bear the accountability of giving a straight answer whether he broke the law.
