Consciousness can't evolve because it has no where to evolve to. Only medium can evolve but even so it is inert - from star dust to complex biologies capable of reflecting consciousness. And as the medium evolves and becomes more animated consciousness flows more easily bringing with is all those aspects we recognise as enlightened wisdom. Life is the effect of consciousness made manifest in inert nature.
