No, not at all! What I do is make the inside of the tunnel out of foam, creating walls that line the track, and then a roof. When that is put on and glued, I simply put the newspaper balls on top of the foam tunnel ive created. That way the tunnel is secure, and the terrain around it looks pretty good. Its pretty durable. If trains derail and roll onto it, or fall onto it from a bit of height, It will bounce off and not crack. The newspaper is supposed to stay under the plaster (so use old paper.) It takes about 30 minutes to set, and then overnight to dry completely

Plywood usually works, although recently I started using large foam boards. The large extruded foam boards are light and easy to move around.
