This is a local commuter route. The majority of these drivers pass thru here everyday and know the road bottlenecks. They Behave like spoiled children and race around all the traffic that has moved left in anticipation for the traffic pattern change.
Sad thing is they pass on the right only to get in the left turn lane.

I've only driven 600,000 miles in the UK, 25,000 miles in Europe and 300,000 miles in the US so I guess that makes me a novice?

I'd have to say that UK drivers are generally much more aware and attentive than American drivers though.

Well Ive drove in the UK and those drivers are idiots too if you dont grive fast they run you off the road been there done that Ive driven 2.7 million miles accident free

I didn't see 100% bad drivers.

I saw 50% crappy road planning and 45% people who don't know the road very well. Maybe 1 or two of those guys were driving erratically. Even the Caddilac used their blinker (albeit a little late) to get out of the turn lane.

This kinda stuff happens near where I live all the time - Spanish Fork, UT - The northern I-80 exit is just like this.
