Actually, I think a carbon tax would naturally make the 3rd option the most natural reasult. But locally elected state representatives can probably help plan it out better in advance.
Possible solutions for environmental conservation and restoration: 1. new technology including ethanol and hybrid cars, temporary solution. 2. do more with less, using less fuel, temporary solution. 3. socialism and state planned economic urban development, as well as the abolition of suburbanized housing, permanent solution.
