that's not 100% true. fog streams and steam conversion can be used especially when dealing with transformers.
However, in this case, SFFD has a special dry chem unit just for underground transformer fires and that is what you are seeing being used.

Firefighting uses complicated and technical tactics that are hard to understand in the general public.
While transformer oil is a carcinogen and hazardous in fire situations, the tactic being used is to plug the hole. The hose is attached to a special nozzle. It's held in place to do it's work. The water turns to steam which will put the fire out. But has to be enclosed for the steam to work properly. This type of fire can't be fought directly by normal means.
