A silpat (silicon) mat would probably work. But this isn't roasting peppers. The skins have to be completely black when roasting peppers. When they are black, the skins come right off. See the video response I'm about to post.
Instead of letting the peppers continue to cook by steaming under plastic wrap, you can "shock" them by immersing in ice water. That will stop the cooking immediately and and loosen the skin for removal. The flesh is cooked enough already when it comes out of the oven. (tx to Chef Todd Mohr Ep. 20 for this tip--works great)

is there anything else I can use besides plastic wrap? the plastic breaks down and is toxic if you didn't know.
