Charles A. Costanzo, the Dunmore man accused of stealing nearly $650,000 from Lackawanna County's workers' compensation fund, was sentenced to serve 5 years, 10 months in federal prison and pay restitution of more than $500,000 on Thursday by U.S. District Court Judge Edwin Kosik.
Mr. Costanzo, 48, showed no emotion when he learned where he will spend nearly the next six years.
Mr. Costanzo was accused of stealing almost $650,000 during his tenure as president and owner of Executive Claims Administration, a company created to oversee the countys workers compensation fund. From 2004 through 2007, he allegedly transferred more than $300,000 in county funds into his personal account at Old Forge Bank, using it to pay personal expenses and to purchase a 2005 Cadillac Escalade for more than $50,000.

The grand jury also indicted Mr. Costanzo and Philip E. Forgione for conspiring to threaten with physical harm an official of Alicon Environmental Inc., the company that cleaned up pigeon dung from the Lackawanna County Courthouse.
During 2003, the indictment says, Mr. Costanzo and Mr. Forgione discussed with an Alicon official how much the company would kick back to them from future contracts with the county
I used to like Mr. "Wonderful" until he overlooked our local upstanding citizens that are unemployed only to employ a local ex convict w/ a criminal record 3-4 pages long. This loser was convicted of 64 felony counts and sent away to Gratorford Prison for 3 years..Mr. Wonderful gave him a nice job driving the city bus...Isn't that swell??
