The song reminds me a bit of a version of Twin Bee from DDR. It's probably a DDR (or a Benami game) or something from the Twin bee soundtrack.

The later songs still sounding like game music. Either older games or w/more cutesy themes. Maybe Benami music, but sounds like rpg/adventure. (If you find the music first, mind sharng?)

And do you know the program & tools used?

I've been diggin a while and turns out the song is from the Namco game "Super Xevious". Not Twinbee but close. Still cant find this remix version though.
