Grant technically wasn't handcuffed. His left arm was still free. On another viewing angle of the shooting, you can see Grant's left wrist dangling. (It seems, though, that Grant was placing that wrist behind his back so Mehserle could indeed finish cuffing him--which is why Mehserle apparently didn't have a justifiable reason for pulling a weapon.)

yeah mate could not believe my eyes its like the cop zones out must have thought he had his tazer maybe i dunno?
just freaks me out that so many people watched and did nowt
apparently the victim was a violent man
but not aqn excuse for being shot in the back
and cuffed!!!
