He's a guy who randomly appears in certain Python sketches. I don't know his name, he's in a few of them from time to time.

I think it's Neil Innes, he was involved in many skits as smaller roles, but also helped write them and alot of the music. He wrote the songs for The Holy Grail, and is Robin's minstrel who is singing when they run into the 3 headed knight.
