Many of Q's opponents are so busy guarding against Capture that they eat his simple close attacks and overheads.

Deadly Double Combination works much better against Yun and Yang. Because Q won't have too many opportunities to use any super against them, just as Makoto players usually pick Seichusen Godanzuki. Besides, Yun and Yang are in the air 50 per cent of the time, where Critical Combination is useless. Critical Combination is best against fireball users (especially Gouki) and ground pokers who are susceptible to a Dash Attack cancelled into Critical Combination.
