It's called the "snake effect", where the arc inside moves like a snake instead of staying steadily in the middle. I've seen this phenomenon on brand new bulbs even, so i guess there's nothing wrong with it as long as you don't see one or both ends of the bulb blackening or / and glowing in orange.

I had that happen to one of my compact fluorescent lights and also had a blacklight that did that
