Keep in mind that there are four other books in the series and she probably wrote it with the mentality that this book is meant as a starter or an introduction. Many times thats the case for a strongly bounded series examples are the original harry potter, twilight and eragon. All had a very strong concept of context with light plot that served to introduce or set off a chain of events and start a bigger and more eloborate plot all dipped into the context and steadily brought along a light plot.
