Police chiefs of Uganda and Kenya have officially endorsed a joint-patrol agreement for the disputed island of Migingo on Lake Victoria. This is pursuant to Article Nine of a joint ministerial communiqué signed by of both countries on July 26th this year in the Kenyan capital Nairobi.
Migingo Island is a barren one-acre-piece of land in the middle of Lake Victoria and inhabited by less than 1,000 people, over which Uganda and Kenya have locked horns over its ownership, putting a strain on the newly-revived East African Community. Located 10km off Kenya's Sori bay in Karungu division, Migori district, Kenyans are said to take their closer proximity to the island to imply ownership while on the other hand, Ugandan authorities say the island falls within the boundaries of its eastern district of Bugiri, according to the Google earth map. Territorial differences aside the bone of contention is the fishing rights in the surrounding waters of the rocky island.
Matters came to a head when Kenyan police stormed the island a while back and pulled down the Uganda flag which culminated in a tense standoff, political intervention and a much-needed, cool-headed dialogue.
Uganda's Inspector General of Police Maj. Gen. Kale Kaihura and the Commissioner of Police of Kenya Mathew Iteere signed the joint patrol agreement for their respective countries at the Foreign Affairs headquarters in Kampala. The two police chiefs have agreed that both countries will maintain a presence of a section of officers which comprises of twelve officers each among other joint standard operating procedures to maintain law and order and prevent crime on the island. The two officers told the press that the agreement was reached with little friction and as a preliminary step as other matters such as demarcation are ironed out.
The Police chiefs recommended that representatives of both sister countries from customs, Immigration Police and Fisheries department meet soon to harmonize modalities of operations on Migingo Island.
Furthermore, the Police Chiefs asked the Resident District Commissioner of Namayingo in Uganda and District Commissioner Nyatike District of Kenya were directed to coordinate the reconstitution of the Beach Management Unit on the land mass based existing on the Lake Victoria Regulations.
