Areva did it like this:
1. some preliminary design & nice videos & marketing & cheap price tag
2. start the construction and installation work with the cheapest engineers & workforce available in Europe
3. start the design of critical systems
4. get problems with nuclear authority of finland because of many problems with the unfinished designwork and bad quality control
5. fail to finish project on time and start of court process against finnish customer

Yea, they're screwing up everything... hope Finnish tax-payers won't be getting the bill. Really, after such a performance, who in their right mind would purchase a reactor from Areva?
