They remind me of a scene in the movie Fargo, William H. Macy's character is selling a car. The people buying are furious because the price has changed. William H. Macy says its out of his hands and will take it to the boss. That's their job, not to say yes or no or even gather info, its just to act as weasel front men (in this case front women) for the boss, i.e. block access to the decision maker.
