@ShadowBlazelover well originally Kensei wore it on his chest cause he used to lead squad 6 before he became a Vizard (and 9 is just 6 upside down). Shuhei wears it cause Kensei is his childhood hero. Unfortunatly someone forgot to tell Kubo that 69 is also the position some people like to have sex in (the circles represent the head, the curvy lines represent the lower body).
