The bill did not define a critical information network or a cybersecurity emergency. That definition was left to the President, and it is just a matter of his proclamation and/or your Country's Prime-Minister proclamation to bring in total control according to the will of the NWO, UN CDC, WHO, CIA NATO, and Rockefeller led CFR..

News has obtained a copy of the 55-page draft of S.773 (excerpt - PDF), which still appears to permit the president to seize temporary control of private-sector networks during a so-called cybersecurity emergency that he can proclaim.
- Other sections of the proposal include a federal certification program for cybersecurity professionals, and a requirement that certain computer systems and networks in the private sector be managed by people who have been awarded a special license.

'At about 7.50am (peak hour) we started getting indications from our customers that access to the Internet appeared to be down,' Mr Middleton told Sky News. - 'People could not access international sites or Australian websites that had international links.'

Mr Middleton said Telstra engineers launched a 'Severity One' investigation and within an hour had tracked it back to the ISP's international gateway. - 'This is where the Telstra Internet connects internationally,' he said. - The error at the international gateway has been resolved and the network has since resumed normal services." see
