In my opinion, there's two parts to Melbourne. The city and inner-suburbs and then there's the outer suburbs.
Inner-city is fantastic and this is the part of Melbourne that is more often than not looked favorably upon by reviews. However the outer-suburbs are bleak in comparison with poor public transportation and lack of quality restaurants and nightspots. Even though a lot of the outer suburbs are shitholes they are by no means Compton-style ghettos.
Absolutely. I've lived in Melbourne my whole life and it's pretty pathetic how Melbourne prides itself on it's tram network when it's train network is complete disaster. Real cities would have a better train network than tram network.

The suburbs are actually a lot worse. Very run down, monotonous, dreary cookie cutter, poorly kept homes and businesses
