They didn't intend for you to just sit there and wait, Tolfdir said "I think we should all meet at the ruins in a couple of hours" so you got there a couple hours early from when he said to meet there. Plus you have the option to press the Back button and wait for however many hours you want.

I think the wait function is the 'back' button. At least, that's what it was in Oblivion.
