Last time I checked, it was using Linux kernel version 2.6.22 and a Linux distro Fedora 7 as its base. The custom graphical user interface is known as Sugar. It is a real, working OS like that on modern laptops, just a different flavour.
Mac OS X was offered for free by Apple, but was turned down for a less restricted GNU/Linux option early on in the project.
