The program is called madtracker, for noncommercial use it's free but in order to sell your music you have to buy it.

Wow...please don't call this techno.
Look for Adam Beyer, Richie Hawtin, Oliver Ho, Chris Liebing, Jeff Mills or Adam X. Some true techno artists.
