they do need a subway system to counteract the rainy season but instead they've opted to build a metro and a monorail system. It will greatly reduce passenger loads from these trains. Perhaps, after this they will do something about the rain flooding.

@TheArceus12345 Well of course it would, but it would be worth it. Other cities had to go through the same thing cost and time and they are so much smaller than this city. So are you saying that this city is just way too poor for that change? It's a big city with a supper large population. I can't see why cost and time would be a problem.
