It's a joke. Not real. I don't own Bethesda or Dragonball Z, this video is just made as a spoof for fun. :3
Also to answer some questions:
Spell: Lightning Storm (Master level destruction).
Armor: Fur Armor (Light)
Why I was running so fast: Console Commands (player.setav speedmult 350)
How I got him to perform Kamehameha Wave:
Charged multiple spells for the animations, crouched during one of them, then released the crouch to make him move his leg back, and ended with the animations of Lightning Storm.

@Timohept You took the audio of Roshi when he blew up General Blue's armada from Dragon Ball. Didn't you? I can gear Young Goku and Krillin in the background of it. I'm certain he never used it in Z.
