FAIR executive director David Hutton testifies to the Food Safety Subcommittee on 1 June 2009 about the causes of the Listeriosis outbreak that killed 21 Canadians.

As an acknowledged expert in management systems, Hutton explains how the paper-based systems are that being increasingly relied upon to ensure food safety are fragile and open to abuse. In the hands of unscrupulous or incompetent management these systems can become a facade hiding all kinds of potentially lethal problems.

Hutton also explains how whistleblower protection -- throughout the entire food system -- is needed to ensure safety. He states:

"Unless we create effective whistleblower protection for people working in the food industry -- from the public servants who make policy and oversee the industry, to the managers and workers on the production lines -- Canadians will continue to die needlessly because of avoidable failures within the food supply."
