This device allready exist on a lot of fuel injected cars to silence and smouth the fuelflow when the injectors opens and close.

Is the purpose to store energy in the compressed air? Or to regulate the flow of air as needed for combustion? Don't very few cars have carburetors now never mind manifold vacuum hoses?

yes , its sort of storing the air when in excess and releasing when needed. Even in fuel injected systems the air is controlled through the butterfly valve and there would be fluctuations in the air current, where this setup can reduce the fluctuations to some extent. thanks for you on the first comment
