This song just reminded me of Kisuke-san as soon as I heard it. It's really funny if you listen to the words and watch the pictures at the same time...Yeah...Well, here's the song title, but It's in the credits, too. I'm not sure why I put it in the description, then. Anyway...

@THELizaNichole he first appeared wearing the hat..and then he just always wear that hat even when fighting. ichigo also calls him mr.hats-and-clogs.. that's it.
