I think they kind of "forget" to have the cops confiscate their passports as they don't have to spend taxpayer money on the trial, imprisonment, and tracking them as RSOs. They just let them give up living well, let them go home to a worse way of life and if they pop up anywhere with an extradition treaty a'la Roman Polanski, then they get arrested and prosecuted. Sounds good to me.
