Please note, I'm really not that good at avatars. This is just a basic tutorial.

Steps.
1. Open 75x75 canvas.
2. Resize stock and fit it + Sharpen.
3. Duplicate screen 30% opacity.
4. Soft brush screen 50% opacity with the same colour.
5. repeat step 5 smaller brush 100 % opacity.
6. add a bar for text / Logo
7. open logo and copy visible getting a region of the background.
8. move over bar make a border with the bar colour.
9. add text.
10. Save.
