Public awareness equates public panick, to isolate and kill is more the proper term they never speak about. The first responder appears to be the least educated in the medical profession. Also, the sites would most likely be demonstrated very near hospitals (the highest hazardous locations) within residential homes.

Hasn't anything to do with stupidity, more with the fact that creating a bioweapon takes some real infrastructure and samples of a suitable bacterial/viral agent, both of which aren't exactly that easy to get in secret, especially if you don't happen to be a national government.
