Cluster bombs have killed and maimed thousands of civilians across the world. Now there's a global move to ban their use.

Delegates from more than 100 countries have gathered in Dublin to try to secure an anti-cluster munitions treaty.

However, perhaps more notable are those not attending, including the United States, China and Russia ... the world's biggest producers of cluster bombs.

The US instead wants non-binding guidelines on the use of the weapon, as Anand Naidoo reports.

  • So the US argument is that only 289 people died from cluster bombs in 2005 and that is an insignificant number. Disgusting!

  • I really don't like the concept of area bombing and cluster bombs, but really who actually does. The answer is a bit difficult, but I think deeply no-one likes war.

  • @ATeamAnglers They are talking about civilian casualties you idiot.In war there cant be civilian casualties that are that much high, that isnt an accident.Proof: My country, Serbia.It was bombed by the US and NATO using cluster bombs and uranium bombs (that was used in vietnam) that were dropped on civilian targets (intended to cause civilian casualties)and they were not punished, of course.In war there are the armies and not the civilian.Anyone can drop bombs and say it was a mistake.

  • I would say keep the ban on export's but the cluster bombs have a large role to play in tactics and time it takes to secure an area if needed.
