U retards, this is put in place as an emergency turnaround route for emergency services. They just haven't installed the correct signage. Ever seen traffic stopped so an ambulance can come the wrong way down a freeway to get to an accident? Wowza! We're not dumb, just WAY ahead of the rest! ;)
