I just managed to pull it off, it's tricky but can be done.
It's kind of like, as your landing on the ledge, you keep pressing right, then let go and press L, and then time your jumps right.
It's weird but it works, great for lots of early money since the candle below ALWAYS has $400

I've tried a million times, but I can't do this. I wonder if it has something to do with me playing the Double-Pack version. Or maybe I just suck.

Backdash off the step in the entrance of the room while jumping, or jumping just before hitting the edge of the step. It's a "you know it when you see it" thing, as you'll notice (you learn the normal distance you get through a lot of failed attempts) the distance increase. From there, it's a simple air-jump up to the platform/wall jut/whatever.
