Group conscience has to prevail. My vote would be that he is a member if he says so! I would hook him up with a temporary sponsor with lots of experience, and after a while, would ask that sponsor if the man was sincere in his desire to stop drinking. If so, he stays as long as he wants- end of story! If I had been rejected for coming in impaired at first, I would very likely not be sober today.
He could be encouraged to go to another meeting. People could take up a collection for him....but if he's drinking he's drinking he'll probably drink that up to.
We can't save everybody. We come to the rooms to get clean, In Ct. if you come to a meeting like that you'd be asked to leave. Why, so you don't become a stumbling block to others. No one should have to go to a meeting and smell liquior on someone's breath.
