Looks like Rei, but she's not.
Her name is Cenes Crawford, a "Circulate-Death" pilot (a dead pilot resurrected by genetics & cloning)
About Circulate Death:
"Each member of the program has his DNA sampled,
and the contents of his cranium constantly archived. If the pilot is killed, the DNA is used to create a clone, with the help of genetic manipulation, The memory archive is essentially stuffed into the clone's brain, and after a 48-hour adjustment period, the pilot walks out good as new."
