I already ride in Sydney without a helmet, and police don't bother me. I think if people just start riding without helmets, eventually the attitudes will have to change. It will be like prohibition in USA. Who's with me?! Any law this dumb just demands to be disobeyed.
Mandatory helmet laws for all ages are dumb. Studies have shown that they do reduce overall accidents, but that is only because they only reduce the absolute number of riders. In fact, the risk per rider increases with mandatory helmet laws.
The reason is because the biggest contributor to cyclist safety is critical mass: having enough cyclists out there so that drivers are aware of their presence and behave accordingly.

This idea has worked so well in Dublin.
To think the helmet law stops it in its tracks. Its a shame because a year in, there has being over 300,000 hires in Dublin.
And if there had being one person killed as a result of no helmet you just know the press would have gone mad.
I cycle all the time. When I use my mountain bike I use a helemet ( I'm off balance) When I use my Grandad bike I dont ( I'm in balance)
